Noone can tell you that answer. Its up to the silicon lottery. Average would be around 4.5 @ 1.3v. But your results will vary

You can probably get to 5.2 GHz (maybe higher if you're lucky) since you're using liquid cooling.  Voltages idk about, though.

You will need to delid your CPU to overclock it to 5GHz or so...

Before my motherboard crapped out I had mine running 5.1ghz, 1.33 volts, and temps were good, I forget off the top of my head. I was using the H115i for mine.

 

Basically I just upped the multiplier in the bios by 1 each time, and then when it wouldnt boot I would up the volts a bit, by like .1 or .05 until it got stable.
