Does Pre-applied MX-4 mean I don't have to use thermal paste?

You should clean the paste off your cpu thats already on before fitting the new cooler.

But correct you won't need to use any of your own as it should already be on the heatsink.

I bought a new CPU cooler today and it has "Pre-applied MX-4" on the contact surface. Does this mean I don't have to use my own existing thermal paste on the existing CPU?
