So, I am going to buy my PC next week...

I chose,

CPU   - Intel core i7-7700k

Mobo - MSI Z270 tomahawk

RAM  - Corsair Vengence 32GB (4x8GB) LPX 3200MHz

Now I am confused because, the cpu says (Memory Types DDR4-2133/2400) amd the Mobo says (anything over 2133 has OC after it up to 3800MHz)... I don't want to over clock... Will i face any issues then....

Why are you getting an unlocked CPU and z series mobo if you dont want to OC? Of course, overclocking is unnecessary, but you can buy cheaper parts if you don't want to overclock (7700 non k, non z series board). Memory will automatically be set once you enable XMP in BIOS.

overclocking shouldn't be necessary, because XMP exists.

still though, overclocking is literally just free performance, you already have the parts needed, so why not try it?

Technically, overclocking is not "free performance."

well, the parts come at a premium sure, but in this scenario where the parts are already bought i guess it could be clarified as?

You might just need to set frequency to 3200 in BIOS. It's not that much of an overclock when it comes to RAM.

And you won't have any problems with it.

The requirement of overclocking is dependent on a number of factors. Since you're buying a CPU with a competent architecture and high clock speeds, I would say that it's not required by any means, but you should test the waters with overclocking, so you can bump the CPU up to that frequency when it's required.

depends what your overclocking,

It's never free. You have other factors to consider, like heat and increased power draw.

The 2133/2400 rating for the 7700k is nothing more than Intel telling you that they have verified memory up to 2400 MHz.  The Integrated Memory Controller (IMC) on Kaby Lake is very strong and can run much faster memory than the 2400 MHz rating from Intel suggests.  4000 MHz and higher is very common in dual stick configurations.

The maximum memory speed that you'll be able to achieve is based on how strong your 7700k's IMC is, what your motherboard can support, and the quality/binning of the memory that you purchase.

I'm referring to energy consumption in general. By overclocking, you are increasing the amount of energy consumed, and the amount of heat produced.

yes there are trade off but it depends what you count as free.

its free from a cost point of view with graphics cards

also if your doing a light overclock it could be a very very low impact from a heat and power

You won't face any issues even if you don't overclock.

You ram will run at a lower speed ( 2400 mhz ) so it's useless to buy a higher OC ram if you don't plan to overclock, as it will run in 2133 or 2400 at max.

The CPU and MOTHERBOARD are both overclockable parts, you won't have any issues but then again, you are kinda wasting money in buying expansive parts that cost more than normal parts because they are overclockable and not overclocking them makes kind of non sense but its like you want :P
