limiting download speed so i can play normally

I am downloading a game but i still wanna play h1z1 and im getting lagg spikes so my question is and i know this is possible coz my friend does this whole the time ... It downloads right now with the speed of 2.6 Mb/s How do I limit it to 1 or 1.5 so it doesnt use my whole internet

Downloads section of your steam settings.

steam has settings for that under the download tab

What are you download with? Most programs like steam let you limit it.

 

What OS? There are some programs that can limit it, but id just stop the download and let it run when you go to bed.
