I have a radeon 460 2gb should I upgrade to gtx 1060 3gb or should I upgrade my CPU I have the Fx4300 BE

If you were to upgrade GPU get rx 480 4gb, but upgrade CPU first.

I'd recommend the 1060 solely because of the software and that's it's decent too.

If you upgrade the CPU make sure it's compatible with your motherboard.

 

Honestly before doing any of them you should check if your PSU has enough power to handle them. But as Abyss said above you should probably get a new CPU first.

I disagree, maybe if it was 6gb vs 8gb then there is argument but in 3gb vs 4gb rx 480 is the better choice IMO.

No one should be buying the 3GB 1060, the 480 is a better buy in either case

 

Don't upgrade your CPU until Ryzen comes out next week, you're probably going to want the lower end chips which will basically be cheaper unlocked i5s.

what's your budget/country?

You will hit a CPU bottleneck in some cases, but that can be fixed later, since your GPU will still matter most for most games
