Well yeah, that probably would bottleneck it. It's running at like 2/3 normal voltage. Why is it so low? Are you trying to passive cool or something?

Well I guess your first step is to turn that back up again. The stock voltage is 1.2V @4.0GHz, with a 4.2GHz boost.

Bring it back to there, and if you can't get it working, there should be a way to load default BIOS settings so it'll go back to normal.

Its likely a software issue.

Have you downloaded or installed any "motherboard" apps.. ie : Overclocking tools or anything?

Also.. something all desktop users should do. Windows by default isnt at full performance.

Set Windows to High performance in the control panel power profiles.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

What nice scaling :P a little over quarter speed = a little over quarter performance.

Just in the processor settings or something, otherwise there should be a button to load defaults, should be listed somewhere on screen along with exit, save etc. I'm not familiar with Asus BIOS layouts.

They are presuming your needing to go to bios... but even still it could just be Windows holding you back.

Go look at my post above further up.

Actually, maybe you haven't got your cooler working properly and it's throttling?

Windows still shouldn't underclock him below 1/4 performance though, that's a huge drop.

Anyway the first thing he can to is checking the CPU state in Asus  UEFI/BIOS, if its thermal he will see, if its OS/SW issue too...
