You can enable v-sync through your GPU control panel. Not sure how AMD's does it, but in Nvidia's you have to either set it globally or specifically for the game you're playing. What do you need it for specifically?

Well i don't want to use V-Sync, Because when i get this computer im getting i will not have the best monitors, I plan on maybe getting the Korean Monitors that Linus showed off,

Why would v-sync be a problem? Not sure of the difference.

Sorry if this is not in the right place

If you have an NVIDIA card, the driver options towards the bottom in 3D Settings -> Manage 3D Settings, there are options for VSync. You can opt to use Adaptive VSync, which caps the frame rate if it hits the refresh rate. Otherwise you could also do that and enable triple buffering. Or if your card supports it, you can use Fast Sync.

 

If you have AMD, I'm not sure were the vertical sync options are.

It also comes with MSI Afterburner.

I use that so my 1070 doesn't have what I'm pretty sure is a bit of coil whine from trying to render crazy high fps in games.  So I set it to cap my fps at 120.  My monitor can go to 144 but I set it to 120 so I could set the adaptive refresh rate thing for Skyrim so I avoid the the tornado physics bug.  

 

Anyway, I think OP was looking for setting a specific fps instead of just capping it like Riva does?

What's Fast Sync?

You can cap it at any fps you want.
