Is there a way if im a system builder, to get a copy of windows copy and install it on multiple computers? (WITHOUT piracy)

And a way to customize it (custom background/drivers)

You can install windows in as many computers as you want, though to license it you need individual keys.

i'm pretty sure the "unlimited licenses" microsoft provides to allow -primarily universties- to have an unlimited amout of installs of an OS are very much NOT supposed to be used on systems meant for retail. (as in you'd break ToS)

Im pretty sure you can buy volume licence keys for retail. Your paying per key. All this does it lets you use the same key on each system. The key has a limit or noramlly 50 or 100 systems. 

 

Call up Microsoft licencing for this.

i found one source that actually implies this'll end up costing more than buying individual licenses, but MS forums isnt always a very reliable sauce :P

it's a service you can toss on a server, where you boot up the systems you want to install on in "pxe boot mode" and they'll ping the network looking for a pxe server, which then provides it with the necessary install files, essentially removing the need to stick physical install media in every device.

I don't think volume keys are good idea if you are selling PCs. They are good if you'd be IT for medium to huge business and all PCs were used by employees and/or in-house.

 

You are exactly who OEMs are for. Those are meant for system builders, cheaper than retail and since you are the support for machines, no need to Microsofts support.
