AMD high end Computer performance problem

So. I build my first PC for gaming. But some games run slower then they should be. 
specs:
GPU- R9 390
CPU- FX-8350
MOBO- MSI 970 GAMING
RAM- 8 GB G. SKULL 2133
PSU- Corsair CX550m
OC- Win 8.1

Sometimes the game like Arma 3 would freeze for couple of seconds. The most interesting part is that it doesn't matter how low my settings are they still don't improve my pc performance. It looks like there is some kind of a bottleneck. For example: Arma 3 on ultra would run at 50-70 FPS, but when I drive in town and there are a lot of buildings to render the drop is down to 20 FPS some times. But when I switch my setteing to minimum nothing changes! Same FPS. The familiar problem is with all the other games like Total War, Hitman etc. Games work the same on ultra and max settings but when I switch to min it has a slight improvment. 

All the driveres are updated via AMD driver update app.
it seems that my CPU works only on 40-50% on max load. So it's not that.
The same with GPS. When I tried to speed it up with Radeon app NOTHING changes.
There is only one suspicious thing about RAM: while gaming it uses about 4-5GB of memory. The rest is for cache. I have tried to turn the cache off in Windows settings but then my PC started doing some weird staff and when I would open couple of apps it would reboot with massage "Not enough memory". So I turned cache on again. 
Enother thing is with XMP. It turned on in BIOS but than my PC would reboot couple of times a day and show massage something like: your overclock mode has faild. Return to BIOS to change. 

I have this problem for over a year. I have spend a lot of hours over this sh*t. And if you will help me to solve this problem I will be very thankfull!

The CPU is a bottleneck, especially in Arma 3.

Arma 3 runs poorly even on my overclocked i7 4770k to 4.5GHz.

That game is heavily single thread dependant and especially is affected by slow storage drive.... SSD is a must for this game. It won't improve FPS but it will eliminate a lot of stuttering especially in multiplayer... also multiplayer runs poorly because of a lot of scripts.

Regarding settings...going low is not always a good idea. Some settings on LOW are more CPU heavy than on Ultra so you want to find those and set it do that it more uses GPU.

^ this.  The easier the frames are to render for the gpu, more strain is put on cpu to push data to it.

the MSI 970 is known for poor overclocking becuase of a crappy VRM design.  I had the same issue with mine a few years ago with an fx-6300.  From what i remember, the VRM's were getting too hot because they couldn't handle a slight bump in core voltage.  This caused the overclock to fail constantly   I ended up getting a new motherboard (Asus, I think) and didn't have the same issue.  Then I wised up and bought an Intel board and processor.

The FX8350 is a shitty CPU for gaming. It's just extra horrendous for Arma 3.

My brother has THE SAME CPU and GPU and his games run smoothly. In addition I said that CPU is NOT under 100% load.

Your low RAM size could also cause stuttering due to it having to use a hard drive based page file. You still haven't said if you have checked to make sure your CPU and GPU are being cooled well and if they are hitting the proper clocks.

If you are stuttering in your games, try going into the bios and disabling AMD TurboCore and APM.

Don't get all butthurt with me because you made a bad purchasing decision. 

 

There is clearly something else going on, but your CPU is still a major problem for Arma 3.

your CPU is now 6 years old what did you expect? ...and at launch, it was already a poor performer...this is a well known fact it's all over the internet.

 

The fact that it does not run at 100% load does not mean it's not too slow to properly feed your GPU.

See, gaming is about SPEED...how fast can your process THIS, and then THIS, and then THIS....that's why a CPU with good IPC and fast CPU cores perform great in games versus another one that might as well have many cores but they have low IPC and they are not fast...your CPU load is low, because your CPU is not fast enough.

 

BTW, i do not hate AMD, i had an overclocked FX-8320 myself...i know what i'm talking about when i say your CPU is slow for a gaming PC.

The problem is Arma 3 itself not anthing on your end, my friends i7-6800K + GTX 1080 rig drops to 0fps at random and so does mine!
