Don't use spechhy. Use HWMonitor, OHM or CPUZ.

do you use a custom loop with outside winter cooling? mine runs ~40°C with a h100i gtx ( 2x nf f12 ) and ambient temps ~15°C

Sounds like your ambient temps are quite low. My temps are the same at idle during winter and around 30 during summer.

Either you have a bad sensor or ur pc is in  a room running at 0 to 5c

With a top end air cooler at idle you should be quite close to ambient temperatures on your CPU. That being said I'm on water which pretty much nets me ambient temperatures which are usually 10-12C in winter.

At 10 to 12c I'd expect around 20 to 23 idle temps

Depends on the cooler and we have no idea what the OP is running. He's from Albania where it's the middle of winter right now so it sounds pretty reasonable to me.
