Laptop Stuck on "Unidentified Network" (WiFi And Ethernet)

Okay So first off let me Say We have 3 working computers connected to the Router (WiFi and hard-lined) so it is not my ISP. I have a laptop i received from my cousin who claimed it wouldn't connect to internet, So i have been working on this god forsaken thing for about 4 days now and i have narrowed it down to an un-explainable problem:
1.)There is either an IP Address problem
2.)Or A Windows 10 Problem

So i finally got it to come out of "Limited access" mode or the "Unidentified network" mode as the pc labels it. For just a minute at the login screen but once i logged into the computer it went back to unidentified network and refuses to budge the only thing that seems to show any progress is when i type "netsh winsock reset" into A command Prompt and restart the computer thats the only time it shows its connected right up until i log into the pc. I tried typing "netsh int ip reset" but i have the access denied problem and have no idea where to change that in the Registry so i really need some help here fella's, It refused to come out of "Unidentified Network" I've tried everything in my power to fix this heres what i've done:
Uninstalled the Network adapter and re-installed it (in device manager)
Disabled and re-enabled the network adapter
Tried a WiFi Dongle
Tried Ethernet connection straight to the Router
Tried Tons of command prompt..prompts
turning off the "airplane mode via "FN" key on laptop
I tried even setting a certain ip address and dns address that i watched on a youtube tutorial

Long story short im loosing my mind and i've never seen a problem like this before

As the network type, is it set to public by any chance? if so, use this below to change it to private network again and all should be good. I run into this problem for my own PCs/friends/family and clients on a regualr basis, the below method fixes it.

I must also Mention the pc keeps telling me that both ethernet and WiFi "doesn't have valid IP configurations"   @paddy-stone

As well As I connected to both my WiFi and my neighbors wifi and Did the Ol' IP config they both Have no default gateway. Which is strange.

Set it manually, very easy to do.

 

Right click the network icon and choose "network and sharing"

 

Click on your "ethernet" connection "in blue"

Click on "properties"

Select - don't untick box "internet protocol (TCP/IPV4) and again click on "properties"

 

new windows opens-

Click the radio button (round box), where it says "use the following ip address"

Enter the info

eg

 ip address  192.168.1.8

subnet mask  255,255,255,0

default gateway  192.168.1.1

 

you can also set your DNS server address here too, I recommend using either google 8.8.8.8 and 8.8.4.4  or openDNS 208.67.222.222 and 208.67.220.220

Click OK, and we're done.

It still Says "No Internet, Secured" This seems like an isolated problem. Its so odd.

Have you done the other thing I said earlier about setting network type to private yet?

 

You may also have to go into network settings and change advanced sharing options.

Theres no option to set it to private because of the lack of internet connection.

Any antivirus softwares? Avast?

Have you tried uninstalling that?

It's not a "known issue" per se but might be worth a try.

The Problem to this Was actually: the laptop was running windows 8 not windows 10 and he had updated it to windows 10 and it had screwed something up so i reinstalled windows 10 and it fixed the problem.
