My friends PC is pretty decent.

He has an i5-4690k and a gtx 750ti

He mainly plays CS:GO, and is now only getting like 150-200 frames, but he is getting constant drops below 100.

He used  to get over 300 frames with no fps drops at all. With an 144hz monitor, it makes it difficult for him to play with 144hz due to frames dropping below there. Should he upgrade his graphics card first, or can it be caused by a hard drive problem.

 

He has attempted to fix his computer by resetting his PC, but it didn't help him at all.

I do. It's usually more of a pain to upgrade a CPU down the line than a GPU.

 

With CS:GO, I've heard of limited success with a simple game reinstall as Valve updates it all the time and it seems to get bloated easily. This is just hearsay though.

I had this exact problem with CS:GO. My hardware was slightly better but I noticed, for no apparent reason, FPS was suddenly cut in half one day. It took me almost a month to figure it out but what fixed it for me was going into startup and clicking Disable All. When I did that the problem went away. I never figured out which program was the culprit.
