I'm switching cases graphics card won't come off motherboard

It looks like the red latch at the back of the slot hasn't opened all the way. Try holding it back with one finger while you gently pull the card out from the front.

My graphics card blocks the other lock so I can't get it off any help would be great

Looks like you have plenty of room to thumb the catch open to me.

 

[edit] you just unlatch from the top, near the CPU cooler. The thing that will be in the way though is your fan connector.

Push the red tab on the right of the PCI-E slot and wiggle with the graphics card, it should become loose and pop out.

Which mobo?, it's usually one catch bu has 2 prongs that you can thumb open from either side. so by depressing one side it opens the catch, it just looks like 2.

Unlatch the fan connector, get it out of the way, then thumb down the GPU connector from the top near the CPU and gently pull at the same time with your other hand.

There aren't two latches. There are two sides to the same latch. You only need to push down on the visible/accessible tab (down & diagonal toward the RAM modules) to leaver the card up from the right side of the PCI-E slot. If there were two different latches, nobody would ever be able to get a modern GPU out from the motherboard without having hands like a T1000.
