I would still invest the extra five bucks in a better CPU cooler. The Hyper 212 Evo became popular because it's cheap, not because it performs particularly well.

The Cryorig H7 if you don't want to spend a lot more. Otherwise there are high-end options like the Cryorig H5, Noctua NH-D15 etc.
