My ISP locks down the settings of the modem/router combo device (Hitron CDA3) that we have and we can not use a different modem. I was wondering if i were to get a new router and plug that in to the existing one if it would allow me to then do port forwarding and stuff like that as long as I connect everything to that on and not the provided one?

No, unless you find a way to make your ISP router as bridged, which requires accessing the settings.
