Nothing will fix it

I tried applying thermal adhesive to this and I don't think anything will the chipset is smaller than the entire thing spanning to the top of the heatsink where as the loose part is the bottom of the heatsink there is nothing holding that part no screws nothing for it to latch onto,it is like a board hanging off a cliff
