Will my i3 4170 bottleneck with a XFX RX 470 4GB?

I have a ASUS M32AD with a i3 4170, 8GB x1 DDR3 and 1TB of storage. I recently had a GT 740. I already uninstalled the Nvidia drivers and installed me new amd drivers. In overwatch i don't get more than 60 frames on 1080p even on low settings. Is this wrong?

You no longer have the GT740, but you now have an undisclosed AMD card?

Ensure you don't have VSYNC enabled.

CPU usage? GPU usage? RAM usage? Temps?

In overwatch, GPU usage spiked to 100 in loading screens and spectating but went to 0 most of the time.

CPU Usage was 80-100, 100 in fights. So I'm assuming this is a bottle neck? :/

Temps were below 60 I believe.

Ram usage I'm not sure.

I do not have VSync Enabled in overwatch.
