No, 9xx and 10xx GPUs only turn the fans when a certain temperature is reached. Nothing to be worried.

Thats normal, they spin on boot as its a check to see if the card is working(or atleast the fan, something like that) after that they'll shut back off until under load or the card hits a certain temperature.

You can use programs like MSI Afterburner to control the fan yourself.

I have a Gigabyte GTX 1060 6GB G1 Gaming and it has an "FAN STOP" LED which turns off when the fans spin. Fans not spinning on GPUs is normal when there is little to no load.  Of course you can adjust that by putting more aggressive fan curves or using different included fan profiles.  Though you would need to justify the reasons before doing so.  I'm digressing here but PSU also have fans that only spin with higher loads.  Actually depending on your motherboard and the performance of your other cooling components you can also control all your fan speeds to get the noise profile you are after.  Here's a video where Linus covers these topics:
