i don't care about overclocking or being excited to get the extreme of my machine, i'll be playing in 1080p in high-ultra setup and working on illustrator and photoshop.
doesn't matter the price or the brand, just need a chipset, a cpu and what speed/memory my RAM would need to handle it well.

If it's just for what you described, the i5-6500 is a decent processor. I don't personally see any reason to get anything above that. AMD is great for budget, but IMHO an i5 will suit you better. LGA 1151 motherboards are fairly cheap, and DDR4 prices have fallen fairly nicely in the past few months.

I'd grab an H170 or a B150 mobo, preferably ASRock or ASUS. Gigabyte is a good alternative.

 

For CPU, I'd personally go with the i7 6700 if you're going to be doing productivity tasks like you say. An i5 6600 or 6500 would work fine, but a 6700 would give you a better experience and more longevity.

 

As for RAM, go with at least 2666 Mhz DDR4. Corsair, G.SKILL, and Crucial make solid RAM. Get at least 16 GB.

do you think i need all that horsepower for photoshop and illustrator? will it be way more efficiente than an i5-6500 like @BWLServers said?

It's just user preference. You'll have to upgrade the i5 marginally sooner, as it obviously isn't hyperthreaded like the i7. I don't know about more efficient... I think the TDP is fairly similar on the two chips, IIRC.

For Illustrator, maybe. Photoshop, no. It depends on your workload.

 

Like I said, the i5 6500 would be fine, but the 6700 would be the optimal choice. With the i5, you'll probably wind up exploring CPU upgrades within the next 2-3 years, whereas with an i7 you'll get an extra year or so of good use on top of that 2-3 year estimate.

 

I've had my i7 2600k for nearly 5 1/2 years and only now is it beginning to feel a bit long in the tooth, even with a substantial overclock. Therefore I'm currently planning an enthusiast build centered around either Intel's 8 core Skylake-E CPUs coming out sometime in 2017, or AMD's Ryzen 8 core CPU.

i got an i5 4460, i think i might get bottleneck on gaming, so i'm thinking on upgrading my cpu/mobo/RAM setup, do you guys think i need to change that?

You have the 4460 currently? The 6500 is only about 15% better. I highly doubt you'll bottleneck the 4460 on 1080p gaming.

The i5 4460 is definitely getting a little dated, especially for high end tasks like high quality settings in games and productivity. That being said, it's still sufficient for the majority of tasks, so you would not notice any bottlenecking except in a few games and particularly heavy workloads.

 

However, for more longevity and a better experience, I'd say you should upgrade.

A 4460 is fine for what you want to do even if it won't give you the absolute maximum from your 480. If you still want to upgrade, an i7 is the only thing that makes sense. I wouldn't buy a new platform though. Get an i7 4790 or 4770.

4790K, if you're going to go that route. I just upgraded from that to a 6800K because I do content creation. It's a kickass CPU.

You won't get any bottlenecks in gaming, the 4460 is still a very capable cpu and won't bottleneck the rx 480. If you want to upgrade go with an e3 123x v3 or i7 47xx, whichever is cheaper.
