Why 2.5 in and 3.5 in drives are not that size?

Not something really important, but curious, 2.5 inches drives, are actually 2.75 inches and 3.5 inches drives are 4 inches, the only explanation I can think off, it's because it's easier to say 2.5 than 2.75, but that wouldn't apply for 3.5, because they are 4. Does anyone have an idea?
