What is a good software to use for overclocking gpus and cpus on linux..?

For CPU's just overclock in the bios/uEFI. If you're using an nVidia card then you can overclock in the nVidia X Server settings(enable performance level editing).

As said above, either the bios, or just... the operating system if the manufacturer doesn't provide their own linux based software.

Just use the BIOS. The technology to use software to overclock is quite not there yet. It is still very unstable in my opinion.

Depending on the (UEFI) mainboard, software can be a good way of tweaking settings. Then just a regular reboot, and OC achieved.

It's entirely possible that there is an open source counterpart to it.

Probably not, Linux Mint is a fairly large distro, and it's forked off of one of the largest distros out there. There'd be quite a bit of developer man power available.

If your motherboard does not have the hardware necessary for overclocking, what makes you think that installing a piece of software makes it possible?

As far as I know, installing software does not change the circuitry and hardware components of a motherboard...

Now I want a Linux Distro whose name is an acronym that also spells out "BIOS," and the "OS" part does mean operating system. Just to spite everyone.
