Does the oneplus 3 support m4a?

Yes. Not sure if the default audio player does, but both Poweramp (which IMO is worth buying) and VLC support it on this device

Google play music is default on stock android. The oneplus 3 should come with OnePlus's own player (don't remember, long time ago). But I recommend getting PowerAmp or just using Google Play Music or VLC.

Dont worry about codec support for m4a. It is pretty much compatible with any recent android device
