is it a bad idea to get a refurbished psu?

Green label... refuribshed... I'd avoid.
Chances are youre not gonna need 850 watts anyway. drop it a 550/600 watt and buy a brand new one.

i asked someone and they recommended me 700  ish, but also i was looking at this one because its cheaper than a 700 and is better so idk

You wont even need 700, whoever told you that is way off. At most a 500/550 unit.

Theyre tier 4 so i wouldnt trust one powering a 6700k + 1070.

A 1070 + i7 will never draw more than 300W, you're fine with an EVGA GS/GQ/B2/G2 of 550W.

If you want to "cheap" out on a PSU at least get them from the manufactures website such as EVGA B-Stock or Corsairs Refurbished market, so you know they are refurbished correctly and they get a proper warranty.

i dont wanna cheap out ijust thought it was basically like getting a super good one for cheap

If your getting it for cheap theres no guarantee it's still super good
