Skyrim should run fine on that cpu, without knowing the rest of the specs hard to determine what is wrong, you could try verifying the game files.

As for an upgrade you I would recommend an i5 6500, and h110 board, but will require newer ddr4 ram as well.

 •E5-2670 @2.7GHz • Intel DX79SI • EVGA 970 SSC• GSkill Sniper 8Gb ddr3 • Corsair Spec 02 • Corsair RM750 • HyperX 120Gb SSD • Hitachi 2Tb HDD •

Get an i5-6600k. You would need DDR4 RAM as well unless you get a DDR3 motherboard.

CPU: Intel Core i5-6600K 3.5GHz Quad-Core Processor  ($227.49 @ SuperBiiz)
Motherboard: MSI Z170A PC MATE ATX LGA1151 Motherboard  ($91.98 @ Newegg)
Memory: G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-3000 Memory  ($79.99 @ Newegg)

You could drop down to 8gb. of RAM and get a little better mobo, but the benefit wouldn't be that much.
