Should I put the thermal adhesive on an old gpu that used thermal epoxy and some kind of glue? (Voodoo 3)

Used that thermal adhesive just last week on a PCIe to SATA adapter that got hot and I suspected was throttling.

The instructions say you should clamp the heatsink to the PCB while the adhesive cures, but I read that after I had done mixing the ingredients, just let the PCB sit still for 45 minutes and it seemed to work out alright.

Didn't increase the speeds I was getting through  the adapter, but it stuck well and clearly did transfer heat well into the heatsink.

The Sugru sounds very useful, I'm going to buy some and check it out. Lets see how much weight they can hold.
