Looking for LGA 1150 Chip for <$200?

I was wondering what you guys think that the best deal for a LGA 1150 processor, preferably for sub $200.

The i5-4590 is exactly 200 and about 20% faster than the 4430. But if you can find the e3 the hyperthreading would be nice. Especially since all the options are locked.

Would the E3 be compatible with my current motherboard (ASRock H81M-HDS Micro ATX) and regular DDR3 RAM?
