i mainly just look at CPU usage and when its Really Really high like 80's to 90's then that could be a bottleneck sign

Id Sat you May have a GPU Bottle neck not a CPU

Anyway, any stress test or benchmark software. Look at usage graphs. If some component isn't being used at full potential or something is maxed out, that is bottleneck. But like said before, there's always some. So rather than finding which, start thinking which component you feel like could be faster.

That might not be best if you are looking for performance in games or heavier software. 3DMark is better for those.
