That or a Lepia and a set of Polk bookshelves, that way he could add a sub later if he wants.

Check out eBay for some passive speakers, then buy a Lepai amp if you can find it from a seller near you.

Something like this would sound alright and should be in your budget if the conversion rates are still good.  Plus you get full 5.1 decoders in the amp, optical options etc etc etc.
