You dont need a cooler, the cpu comes with one.

CPU cooler is much better still cheap.

SSD is 240GB for $65 and PNY is pretty reliable.

 

Not sure if you really need the DVD drive, but some people like 'em.

Unless you need the space, a 250gb SSD would be better. You can save money on the cooler, the stock one is fine, if a bit loud and that cooler isn't really an improvement. If you have an older Windows disc you can install that without needing a license and go to Windows 10. I would try to spend more on a good midi tower case since that's one part that can last through many many builds

RAM with heatspreader

No need for extra cooler, 6500 has one unless you hate it for some reason (even thoguh stock one works good) then Noctua Dh15

Get a bit more with 8gb 480 or go for 1060 6gb

 

SSD is cool but you should not really needed it as spending money on other component would be wiser
