Transfering OS from Retail

It's most likely an OEM version of windows... I don't recall ever seeing a retail version provided with a store bought PC. If you don't want to spend much on an OS, either use linux instead or download windows 8/1/10 from microsoft and get a licence key from kinguin or wherever. There are threads of here you can look through, this has been covered possibly hundreds of time before.

About 5 years ago, I bought a laptop with Windows on it.  I am building a new computer and I would like to transfer OS from my laptop to the new computer. Is that possible?

I heard that OEMS cannot be transferred, but retail can. I checked if my OS was OEM/Retail through this website by following the instructions. : http://www.tenforums.com/tutorials/49586-windows-license-type-determine-if-oem-retail-volume.html

If laptop came without OS and you bought it yourself afterwards, its more likely retail. But if it came with Windows pre-installed, its OEM. OS is locked to laptops mobo. We can't help you further with that (as any such thing would break Microsofts ToS). You need to buy new key. I would recommend getting retail as it won't have activation issues in anytime future when you need to change mobo. Win10 has support and updates until 2026 so you get 10 years of use for $120-150. Which would be $12-15 per year or $0.03-4 per day. Much cheaper compared to general gaming GPU with 3-6 years of use and double the price.

if you are on windows 10 and sign in with your Microsoft account your activation is tied to your account. You should just be able to log with your account during setup.
