How do they compare performance wise ? Noise level wise ?

I believe Noctuas will be quieter.

Only time i've ever heard my noctuas are when theyre hitting 1000rpm. Under that they are super quiet and push a lot of air.

Noctuas are pretty good in terms of noise and performance, and their price does reflect this. Even so, if it's a case fan, I'd still personally try keeping the RPM as low as possible through a fan controller or resistor.

NF-F12's can get much quieter. At higher rpm where they're no longer quiet, ML120's aren't that far in noise/performance.

NF-F12's are excellent and hard to go wrong with. If the cost isn't an issue, go with them.
