So right now i'm using a g3258 on a 4.6 ghz overclock on my asrock b85 fatality killer paired with a gtx 680. upon inspection the 680 has been bottlenecked by my cpu in overwatch and a couple other games. i plan to upgrade to a quad core but not sure which one should i get, a 4460 or the 4690k

here's some information for you to work with
-i'm not very rich
-i just want to not bottleneck my gpu
-i do play on a 144hz monitor
-i have a noctua nh-d14 cooling my cpu

i7 4770K | GTX 1060 GB

4690K, especially if you have that cooler, but you wont be able to OC with that mobo

4460. You should be able to find one cheaper than the 4690k, they're not that much slower, and you don't have to replace your motherboard to get the most out of it.

It's not so much your GPU being bottlenecked by the CPU, as it is the CPU being unable to properly render newer titles.

I was one have a g3258 oc 4.8ghz upgrading to a 4590 doubled game performance. and by the looks for it your mobo will be a limiting factor unless you purchase z87 or z97 so you can perchase a 4690k.

for some personal information I have tested a 4460 and a 4590 if you can spare 10-20$ more on the CPU I would go with a 4590 I give much more boost it will not be that noticeable but I think it will help improve in some area.

The i5-4590 along with forcing the cores to full turbo (if your motherboard supports it) will get you 4 cores at 3.7 GHz. If you want to spend extra beyond that, it will make more sense to look for a Xeon-E3.
