My cpu was running at 98C and I thought I fixed it

Yeah, that volage is quite good / normal for stock speeds. Most people that overclock break 1.3 to 1.35v (depends on CPU).

 

I would recommend getting a Hyper 212 evo or other aftermarket CPU cooler.
