I want to buy hd 650 but i don't know if i have to get an AMP/DAC. I use my headphones at the volume level 12 and if i do have to get a dac it has to be under 150 USD

You're buying a $400 pair of headphones. Why on earth wouldn't you buy better processing and amplification?
