paint on corners scrapped on GPU shroud

I don't know where I wen't wrong really here, I thought I would get a better job than last time. I started by scuffing the shourd with a 600 grit sandpaper and wiped it off alcohol then dried it. After that, I started spraying with thin layers of primer 3 times with 1 hour in-between until it was fully white. Afterwards, I did the same thing with the white paint, but with 5 layers instead because some areas I could still see the shroud's original color. Lastly I let it cure for 15 hours, but as soon as I lightly sanded it with 1500 grit the paint started coming off. I live in a tropical area and I really don't know what I did wrong. Should I just hit the scrapped off areas with a primer until it gets cover and don't sand it?

Your coat was too thin there. Getting a uniform paint coating is hard, especially without an drying oven.

Can I still hit it those areas with more coat and it'll fix it? Also, I dried it with air because it was already evening.

If youre in a high humidity area its going to stay wet much longer without dry air. If you did all the under coating well, a scotchbrite, dry or wet, should be as rough as you need for the final coats. Then you can clear coat it and go to waxing. Do you have a throw away toaster oven you can use?!? Otherwise, you may have to rig up a drying box with a hair dryer or something.
