I am building a new rig. It's not the most high end ever. The Graphics card I will be getting for this is "MSI GeForce GTX 1060 6GB 6GB 6GT OC" (all other components aside).

 

What is the best CPU for this without Bottlenecking it too much?

Especially for a game Called ArmA 3 (as if you play the ArmA series, you know they are badly optimised and are very CPU intensive)

A i7 6700K? You're going to be bottlenecked by your CPU in that game, regardless of your GPU.

I would go personally for something around the I5-6600K it's a great, solid cpu, that is an amazing overclocker and has a good future potential with upgrade paths.

I know I still get shit performance with my r9 390 + i5 6600k so its really up to you

I'd get the 6600, 6600K for a bit more future-proofing, or a 6700(k) 

 

I have played Arma more than 1000 hours, during which I have used an old i5 760, an i3 6100, a 6600k and now a 6700k.

 

From my own experience I have noticed that single-core performance will greatly affect Arma 3. The difference between the i3 and the 6600k was pretty big from my experience. the 6700k improved my FPS a little bit as well. 

 

So my reccomendation would be a 6600k, a 6500 if you don't want to spend too much money, and a 6700k if you want a bit better performance and be able to stream at the same time without affecting in-game performance

If you lower draw distance, you'll do well on i3's at the lowest setting, i5's and i7's at the mid. Max draw distance is one of the biggest killers in Arma 3 as the physics engine (which is tied to the CPU rather than GPU) performs calculations on every object regardless of LoS.

A 4790k is pretty outdated now. It won't really bottleneck, since Arma is (mostly) single core and it's single core performance is really good. That said, a 6700k will have even better single core performance and new technologies like DDR4 (which has an above average impact for Arma).

I doubt his budget is $200+ when he is getting the 3GB version of the 1060.. i5-6500/i3-6100/i5-6400
