Slower spinning hard disks are occasionally quieter, but in return you lose some of the speed. Otherwise you just gotta deal with it, solid state memory is still not super affordable for the bigger sizes, so you have to deal with HDD noises for a bit longer.

It is very loud what is normal it went from barrly able to heard it to can hear it

what is your opton of get a nas to put all the hard drive in and put it some where else in house or put the hard drive in dock only when using it once in while

There are HDD cooling products that place the drive in an aluminium box.

You can go to drive manager and reduce the drive sleep time.

I use hdparm -Y /dev/sdx  to force drive sleep when I'm not using a drive and the noise is bothering me.

anti vibartional mounts and sound isolation is all you can do to make HDDs quieter, and have them not running all the time if they are not your OS drive

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

it look like I would just use a hard drive dock for now to turn it on can not afford the long cable

What's the brand and model of the drive? Since HDDs are mechanical units and have actual moving parts inside them they do produce some noise. Excessive noise can be handled by using isolating mounts and checking if the drive is mounted properly on the case and isn't resonating with it or a cable taht is touching it. I'd try moving the drive around in the case and see if that fixes anything. 

Also, excessive noise can be a sign of a drive problem so I'd run some diagnostic tools on the drive and see if it checks out. Backing up the data from the drive is also a good idea at this point.

Try running WD Data Lifeguard Diagnostic on that WD Blue drive and see if it passes both the quick and the extended tests. This should show you if the drive is functioning properly. Checking the raw values of the S.M.A.R.T. status is also a good idea.
