Cretique my build please.

I need a PC so i can stream, record, edit, and game on. Is this a good starter PC for a low budget? And can you make it cheaper with equal to or better performance? (Note: if you give me a better part list please include peripherals, all the peripherals i need are in the part list i made, i would also prefer a minimum CPU of quad-core. M8 your budget is really low for streaming and gaming. You can game at 45fps high settings, 1080p and streaming, not sure about that

im not worried about getting 60 fps max settings or something like that all i need is to atleast get 30 fps while streaming or recording at min settings if necessary

I know what I'm about to say is the unpopular opinion.  But if you need a quad core right now, and you aren't to concerned about "futureproofness."  Just want to run everything, right here, right now.  No issues.

I know, I know.  It's an FX processor (you could probably save even more going with an FM2+ board and an 880k)

But either way.  You'll have at least 4 real cores.  (6 with the FX 6300) and you can even crossfire on this board, so you could add another RX 460 later.

Also, I switched the monitor out for an IPS 1080p monitor, but that's just cause I like IPS.  (You can easily get that AOC if that is what you preferred)

Currently focusing on my video game collection.

It doesn't matter what you play games on, just play good games you enjoy.

For about $60 more you can get an i5 6400, which is A LOT better than the i3 6100 for mthe kind of multitasking you are planing to do with your PC.

its around $55, microcenter's having a deal where a cpu paired with a compatible motherboard is $30-40 off depending on which one you buy, and it also has rebates to cut down prices that low.
