Windowns 10 (2 users) how to

So i have windows 10 as my os, 

 

How can i create another user which doesn't utilise the programs from the first user. for example if the first user has a bunch of programs installed. how do i make the second user have 0 programs installed (almost like a fresh boot). (How do i create the second user as well)

 

I want to make it so that if the first user installs a program it doesn't install it for the second user. (vice versa)
