My custom fan controller was supposed to have a zero RPM mode on it for idle tasks but it wasn't allowing the fans to come back on so I disabled it. As of right now they run at 25% speed on an assortment of fans but since it is forced PWM on non-PWM fans I don't have an actual readout.

 

The CPU cooler idles at 12.5%.

According to OpenHardwareMonitor I got mins for 4/5 fans 0rpm and 1 (front intake) has low of 274rpm. Current speeds for 10-15% CPU load (temps CPU50C, GPU 54C) are 330 (CPU), 367 (front), 585 (top#1), 581 (top#2) and 0rpm (CPU_OPT).

I'm using 2 silent series R2 fans and both of them can only hit 400RPM.

 

Well, due to be submerged in oil they runn very slow, in fact so slow they are reported as 0 RPM.

Just have a look at my signature.

Mineral oil and 40 kg aluminium heat sinks are a perfect combination: 73 cores and a Titan X, Twenty Thousand Leagues Under the Oil

My HP-14s get down to about 350 RPM. The HF-14s don't like going down below 500 rpm with fan control, but work ok on direct DC control slower.

 

But all of the fans run semi-passive during normal use.
