Will my CPU bottleneck the 1080 or 1080 ti?

An i5 won't bottleneck any modern card to the point where performance will degrade and the i7 will do better (obviously it would). This bottleneck nonsense is just that. 

If you have the i7 3770, just keep it as past trends indicate that you'll have it for another 3 to 4 years before needing or wanting an upgrade.

 

Edit: You want the CPU to be the weaker (but still capable) of the two components since the GPU is what draws the frames and getting a lower tier GPU for fear of bottlenecks is foolish as the stronger card will still push out more frames.

If you run anything at a low enough resolution, you will have a choke point.  The high FPS / high refresh craze has taken priority to detail.  I think there's a point of balance somewhere in there.

Yes. Any CPU is capable of bottlenecking any CPU under the right circumstances. Even a i7 6950X can cause a GPU like a 750 Ti to be bottlenecked. Bottlenecking all depends on the game and graphical settings and even the area of the game There isn't a blanket yes or no answer to it. Bottlenecking is a complex matter and is really meaningless if you would be happy with the performance you get. What you should focus on instead if your CPU can do X FPS and your GPU can do Y settings at X FPS with X being the FPS you want.
