Because it's f*kn fun! That's what I did before I actually got a real Windows 9x computer, I ran the old operating systems in a virtual machine.

VMWare has a Mac version. Download it, install it, get a Windows 98 ISO, set up a virtual machine, there you go.

I still remember its start up sound. It would not be the most pleasant sound to have as a alarm clock.
