It makes your ram faster, which speeds up pretty much any program since all programs use ram.

Games are the most noticeable, but anything like browsers that cache pages in ram will also have a slight improvement.

2133 is more than enough for gaming and daily use.  Higher speeds are for video editing and stuff I think.

The extra $20 is worth it, it will give a noticeable improvement.

Now I am NO EXPERT in this. In fact I've learned recently that my knowledge of PC in general is a bit on the low side. that being said...

 

I've seen plenty of gaming builds with 2133 but I personally say if you are willing to pay the extra (And don't have to sacrifice anything else important for those few bucks). Why not the 3200?

Faster RAM helps in CPU intensive games like GTA 5.
