Dell e5470 or e7470

Thinkpad t460/t460p

These are all 14in, built like a tank and gonna last, they also have docking ports so its one plug for monitor, usb, power and etherernet.

They all have 12 in models as well(except for the t460p), just replace the 4 with a 2.

If you want a quad core a dgpu, you have to get a t460p or a e5470

the problem is most of them run integrated and also the ones that dont have some weak gpus in them anyway so will that be able to handle two 4k screens well?

I don't know. You see - the only way to get a GPU akin to a 750 TI in a laptop is to buy a gaming laptop

dual 4k displays

DP or HDMI 1.4 outputs to 4k 30hz

DP 1.2+ or HDMI 2.0 or TB3 output to 4k 60hz

^

For dual 4k 60hz you'll need 2 of those ports or a single tb3 port.

You'll want a quad core at least to handle dual 4k. GPU doesn't really matter.

Budget? Screen Size? Battery life? Need some more information here.
