What components should I get?

I was in search of budget pc lately too, and what I found is that most of lower price range mATX motherboards are equipped with only one system fan header (beside of CPU fan header) and, since your case is equipped with two fans, front one and rear one. https://pcpartpicker.com/product/6Q648d/msi-motherboard-b150mprovdh this one was the cheapest one I found with two fans headers, it has 2 more ram slots too.

 

If those fans aren't PWM then you can always use a spliter.

I picked 2x4gb since with B150 you have 4 ram slots, and you can upgrade to 16GB, you can always pick 1 stick 8gb which is 1 $ cheaper, but 2x4gb in dual channel gives some additional speed. You can switch CPU from BOX (with cooler) to OEM and buy some $50 cooler, I was looking at EVO 212 and noctua NH-U12S, noctua is almost twice as expensive as EVO but it is quieter, both are similar dimensions, EVO has higher RPM so this may be why it is louder but I would just assume the quality of noctua fans what makes it quieter, not only RPM, both are PWM which means mobo will adjust RPM to temperature.

 

I didn't really do any research on those coolers, I just know noctua as good cooler maker and EVO was (is?) popular.

 

Edit2: I forgot I didn't excluded your PSU and case you already have from the price of the build... You have them bought and $600 is for the rest of parts?

If so you have spare $150, so you can go even for i5 6600(k) and a $50 cooler, or a better GPU.

 

Edit3: Or both i5 6600 and better gpu (RX 480) like here http://pcpartpicker.com/list/ZcL7RG, but you will need to stay (at least for a while) with box cpu cooler.

processor- i3 6100

mobo- msi h110m pro-vh

ram- kingston 8gb ddr4 (2133mhz)

Gpu- amd radeon rx460 or rx470
