If it's a asus card, they usually turn off the fan when the temp is below a threshold, try changing your fan curve

Usually when you see the GPU bouncing crazy like that, usually its caused by a bottleneck of the CPU. How is your CPU usage during this time?

it's either a CPU bottleneck or you have a framelimiter or Vsync enabled.

Yeah it is horrible especially on AMD CPUs

What's this graphics card? And which version of Afterburner is that? The latest release in the beta channel offer better support for Pascal GPU's. So, if you have one, you may want to use that. It could be just a weird reading.
