Am I Bottlenecking/What do I upgrade to?

Hey, I came from Linus' recent video about CPU picking, and I was wondering what I should get.

I'm fairly sure I'm bottlenecking by my CPU, which is an AMD 8350. Here's a link to my full build: http://pcpartpicker.com/list/mGL9r7

I just want to play some video games like Overwatch, GTA V and the likes at 1080p on high settings without ever dipping below 60 FPS. I constantly have problems keeping consistent framerate, especially when trying to play videos in the background. (There's even a noticeable difference in FPS when Skype is open because Skype just sucks.)

Is this supposed to happen? Should I get a new CPU? Which one is best? If I get Intel, I need a new motherboard as well, and I'd like to minimize cost as much as possible without sacrificing too much. Thanks!

The cheapest way to go is to overclock. Grab an AIO cooler and have at her. Thankfully your motherboard is fine for pushing the power limits of your CPU.

While you're at it, give the graphics card a hefty overclock (you won't brick it as long as you keep temps in the low 80s)

And while you're gaming, keep the Task Manager open to monitor your CPU usage. Is it hitting 100%? If Skype is open, does it hit 100%?

Actually I doubt you are bottle necking anything, most of the games you mention are mainly GPU limited

Are you saying that if I overclock, I can get good and steady speeds? I'm not quite experienced in it, like at all. I should definitely try, though.

Also, I forgot to mention that games like Space Engineers run like complete shit because of CPU limitations and I'd rather they not. I'll need to upgrade in the future anyways, so if overclocking doesn't fit my needs, what CPU should I go for?

I don't have a problem running games, it's that they slow down to "hardly playable" (means 20-50 fps, inconsistent framerate drops, to me) when trying to watch a video on the second monitor or something.

Also, is my cooler not good enough for OC?

As I just posted, do I really need to dish out about $70 for a CPU cooler? Is it that important?

Also I have my graphics overclocked already with GPUTweak.

CPU usage gets high, as does Memory, but doesn't reach 100% ever, yet I still seem to get slowdown. I should perform more tests in a bit to make sure.
