I was actually searching for a program like that, because my laptop is heating up too fast in BF: Hardline (not in BF4 tho)causing the game to stutter which makes it impossible to play.

you can use rivatuner, which comes with msi afterburner.

In addition to the advantages listed above, you may also want to limit your framerate so that it doesn't exceed the max refresh rate of your monitor. That can lead to distracting screen tearing if you aren't using a Gsync or Freesync monitor.

 

@xDanielxOossiex Any particular reason you're avoiding vsync? That will cap your framerate at your display's refresh. Or do you want to cap it lower, like 30 FPS?

It does indeed work wonders. The card heats up less....you use less power... and you get less screen tearing. I suggest using it to a lot of people that don't have 144hz monitors.

 

Lucky my monitor actually goes to 75hz. 60 is right at that limit but 75 being slightly better gives me that little extra something. I put it at 70.

I turned on Vsync in BF:H but FPS is still going above 60fps. Vsync does work, but not in any of the BF games. If my CPU is going above 96 degrees C, it will thermal throttle, which causes stuttering in BF:H.

96°...you have to overwork your Cooling. Thats a horrible temp. My cpu temp is max 50° under load and i use a relative small cpu cooler.
