Im playing overwatch and my framerates are locked based on display.

my question is is it normal that im running a max 72c at 50% gpu usage and a gpu frequency of 1353mhz?

What was the GPU fan speed at that usage and temperature? Try setting a more aggressive fan curve.

It depends on what video card you have.

 

Most video cards these days have a thermal limit at around 83-85c and as long as they're under this temperature they can work at peak performance. They're not as sensitive as regular computer processors, which like to stay under 55-60 C.

Therefore, on some models they prefer to let the cooler run at lower speed and keep the video card at higher temperature (still below the maximum acceptable) in order to make the video card more silent. If you don't like this behavior, you can go in video card's driver control panel and configure the fan to always spin faster than normal, raising the noise but keeping the card cooler.

I don't pay too much attention to the GPU usage graphs.

The type of load each game puts on a GPU can be different and I've had various games put similar GPU usage % but the temps be quite different.

 

So long as your card isn't actually overheating I wouldn't get too worked up.
