Try enabling VSync.

250 fps sounds like way too much, it means that your card is at full load producing unnecessary frames, which is likely what is causing the game to stutter.

It's 100% normal for CS:GO players to get way more FPS than their monitor can display

Is it lag or stutter ?

Stutter behaves like lower fps, even though your fps is up there something else is causing the image to be less smooth than it should.

Its common problem with GTX 760 no matter what I do. Stutter can be caused by many factors: cable, ram, gpu, cpu, monitor etc. Its hard to find the cause.

If u experience lag then your game freezes for short periods of time either randomly or in repetitive intervals. This could be cause by CPU bottleneck, gpu overheat or even background processes like Antivirus scans, OS downloads (win 10 downloads stuff without u knowing...).

Try playing with lower settings for 30 mins, try playing in different window modes (fullscreen, windowed).

its like it skip some frames for around .5sec, I also have the latest gpu drivers

250fps is nothing with 60hz..because ur display will only display 60fps.
u can try defrag your hdd if u store ur game in mechanical hard drive.
if its still lagging. try update ur gpu driver.
though we need more detail about ur pc specs.

I tried it with vsync but its not that smooth it feels like its not 60fps though fraps is showing 60fps

A i5 6600k at 4.5 bottleneck a GTX 980 is very very unlikely

So there's still lag? Or does it go away?

Assuming the latter, try limiting your framerate to a multiple of 60. Set the maximum framerate to 240; if that doesn't work, 180 or 120.

Also, could it be that your computer is running too many things in the background?

What is your maximum CPU usage while playing? If you don't know this, install Hardware Monitor.
